No. Texas licenses the individual plumber, and a company operates under a master plumber who holds the responsible master plumber designation. That person is responsible for the supervision and management of plumbing work performed under contracts secured under the license, and the board’s certificate of insurance is filed in that person’s name. What that means for the policy is that the named insured, the responsible master plumber, and the certificate the board holds all have to line up, which is the first thing we check.

Both are licenses from the board, and the difference is what each may do and how it renews. A journeyman plumber works under a master plumber and renews each year with continuing education. A master plumber may secure contracts and supervise the trade, renews on a longer cycle, and is the only license that can take the responsible master plumber designation. A tradesman plumber-limited sits below the journeyman, within the limits the board sets. For a coverage review, the master plumber on the record is the name the policy and the certificate carry.

They change the questions. The board’s certificate of insurance has to cover every kind of plumbing performed under the license, and the board’s own form names liquefied petroleum gas, medical gas, and multipurpose residential fire sprinkler work as examples. Carriers ask about the same work because the claims look different: a medical gas system failing in a clinic is not a leaking supply line. The license is statewide, and a city cannot require a second plumbing license. What a city can do is verify, through the board, that the responsible master plumber has a current certificate of insurance before it issues a plumbing permit, and some cities add a contractor registration or a bond of their own before permits. One thing: the responsible master plumber must keep commercial general liability at the statutory minimum with a certificate on file with the board. Beyond that, the license does not add requirements. Workers’ comp is elective for most private employers whatever your license, and auto and tools are market decisions.
