No. New York licenses plumbers locally, so the license depends on where the work is. New York City’s Department of Buildings licenses master plumbers and registers journeymen, and its master plumber license comes with a written and practical exam, an experience requirement, and business documentation including insurance. Other cities and counties run their own plumbing boards with their own rules, and a license from one does not automatically carry to another. Yes. The Department of Buildings says every master plumber business must have general liability, workers’ compensation, and disability insurance, and its licensing insurance guidelines set the general liability minimum per occurrence, name the Department as certificate holder, and require the workers’ comp and disability certificates on their own state forms rather than on the liability certificate. Updates go through the Department’s online system. We write the policies so those certificates can be issued from them as written, and we file them before they lapse.
They are the two state coverages that sit beside workers’ comp. Disability benefits pay an employee who cannot work because of an injury or illness that is not job related, and Paid Family Leave pays for time off to bond with a child or care for a family member, riding on the same policy. The Workers’ Compensation Board says virtually all New York employers must provide both, with a new employee covered a set number of weeks after the thirtieth day of employment. They lapse quietly because nobody thinks about them, so we keep them in the same review as workers’ comp.
Virtually all New York employers must provide workers’ compensation coverage for their employees under the Workers’ Compensation Law, and part-time, seasonal, casual, and many family workers generally count. Owner-only entities and corporations owned entirely by one or two officers with no other employees can qualify for limited exceptions. A helper who works your schedule, drives your van, and uses your tools is an employee to the Board whatever the invoice says. We do not decide worker status for you. We show you the rule and the source, and you decide with your accountant.

The three state coverages do not change by county. The plumbing license does, because each county or city runs its own board, and Nassau, Suffolk, Westchester, Buffalo, Rochester, and Syracuse each have their own rules and records. The insurance the licensing body asks for can differ too, so the first question on a New York quote is which board licenses you and what it wants to see. If a county or city page would say something this page cannot, that page will exist. Until then, this one is the New York page.
